Activities Research & Analysis: As a part of the core research, OBAC examines & analyses the budget allocations and spending in the state budget vis-à-vis commitments of the govt. in different years & also analyse the revenue generation volume in the state. The centre also keeps focus on the analysis of KBK budget & expenditure tracking of specific programs for tribals, So that, the research would help the civil society actors to provide appropriate policy suggestions for the development of the people. Training & Capacity Building: As there is absence of debate & discourse on the issues of the subject due to lack of budget literacy among the citizenry groups, OBAC provides training for the state & district level civil society actors. The centre has equipped personnels to provide technical support to the budget analysis & development practitions of the state. It also welcomes different groups & organisations who are interested to get orientation on the state budget & its process. Advocacy: Advocacy initiatives of the center includes Legislative Advocacy The center undertakes systematic efforts to develop close collaboration with the legislatures, especially the different departmental standing committees. They are provided with critical information in the forms of base/ working papers/ reports on the key sectors of health, education & abriculture for enabling them to argue for better state performance in these areas. Citizenary Advocacy The center has members of the pressure group, who will act as the change agent at the macro level policy environment. Regular efforts are made to strengthen the group by supplying regular budgetary information & bilateral discussion. This helps the center to sharpen the future course of action to set the pro-poor agenda for the state & formulate strategies to influence the state. Linkages are established between the pressure group & other civil society action groups/ campaigns for amplifying citizenary demand for pro-poor allocations. The center has also persistently focused on the development of district level citizenary pressure groups comprising representatives from district level political leadership, students' community, academicians, grass root media persons & development organisations. These groups are formed in order to take the process of advocacy down to the community level. Media Advocacy Media, beging one of the major stakeholders to influence the budget priorities of the state, extensive collaboration & building relation will be made with both the print & the electronic media to publicize the research findings & build arguments for pro-poor budgeting. The center also welcomes various media houses of the state to initiative strategic collaboration to undertake madia discussions on different aspects of the budget. Strategic Communication & dissemination: Use of innovative communicative strategies in the budget advocacy is one of the important components of the process of OBAC plan of action. It disseminates authentic & simplified information on budgetary processes and trends, multiplication of cogent discourses on budgetary issues in civil society in the state, especially through pre and post budget panel discussion and bilateral discussion & Submission of memorandum to the govt. on the neglected areas of the state budget. |
